General
The new NPDES PHASE II rules which appeared in the Federal Register in December 1999, name Warren County as a governmental entity that lies within an urbanizing area. The county is, therefore, subject to the Phase II regulations. Also named are seven cities, six townships and two villages:

The Warren County Engineer's Office, in conjunction with the Warren County Soil and Water Conservation District Office, has developed a proposed program outline and preliminary cost estimates. These have been presented to the County administrative officer for review and comment. As yet, no decision has been made relative to funding or personnel assignments.
The Warren County Engineer's Office has hosted a forum for interested municipalities as an information sharing vehicle. These forums will be held periodically to keep all interested parties informed of the progress of each governmental entity.

Funding
Two Chapters of the Ohio Revised Code(ORC) seem to be readily adaptable for NPDES Phase II programs. They are Title LXI Water Supply - Sanitation - Ditches Chapter 6117 Sewer Districts; County Sewers, and Chapter 6119 Regional Water and Sewer Districts. Chapter 6117 was very recently amended by HB 549 to include provisions for county drainage. Click here for the ORC Homepage.
